Small Business Policy
Bechtel National, Inc. is committed to providing meaningful roles for small businesses on our government and commercial contracts. Our record of performance in subcontracting to Small Business Concerns is a reflection of our overall diversity strategy and corporate culture, which emphasizes participation and development of small, disadvantaged and minority-owned businesses in our projects. We have extensive experience in qualifying and contracting with small businesses in technical work scopes such as engineering, construction, and environmental remediation, and, when possible, select staff from these firms for management positions.
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) team is committed to the goal of promoting fair and equal consideration and to encourage diversity in contracting and procurement. PCAPP desires to encourage and seek small business participation throughout the course of the project. PCAPP will have opportunities in connection with the permitting, design, procurement, construction and closing of the project.
The PCAPP team is dedicated to conforming to the guidelines set out by the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and the Small Business Administration (SBA).
It is the policy of PCAPP to pre-qualify interested companies for each opportunity. We look for interested companies from various sources, including:
- The Supplier and Contractor Portal
- the Master Interest List maintained manually by the project Supplier Advocate
- the CCR/PRO-Net database
- local phone books, Chambers of Commerce, professional associations
- the internet and other traditional search sources.
All project Request for Proposal (RFP) packages will be on an Invitation-To-Bid ONLY basis. In order to be invited to bid, PCAPP will provide prospective companies with a prequalification package. This pre-qualification package is designed to assess financial capacity, related past experience, safety and health history, business practices, insurance, QA/QC Programs, and references. Once the fully completed forms and questionnaires are received, firms will be assessed by the appropriate personnel and, if approved, invited to bid.
