Supplier & Contractor Registration

All interested companies are required to register via the Bechtel Supplier and Contractor Portal.

The Supplier and Contractor Portal registration process will progress through four stages:

  • Registration of a company administrator
  • Entering your corporate headquarters Dun & Bradstreet (D&B) number
  • Completing a short form questionnaire
  • Gaining access to the main database and completing seven "folders" of data

The information you provide will be utilized to assess your company's commercial capability (D&B rating, bonding capacity, bid range, business size and focus) relative to a given project requirement.  Information related to insurance, bonds, annual sales, small or large business classification(s), areas of expertise, work experience over the past two to three years, and contractor data information (including EMR ratings, annual man-hours worked and any fatalities) is required for your company to be considered as a potential candidate.

Companies registered on the Bechtel Supplier and Contractor Portal are responsible for continuously updating, refining and improving their information.  It will be utilized to complete an initial assessment of the company's general capabilities.  PCAPP personnel will request clarification and supporting documentation as deemed necessary to support each prequalification effort.

In addition to completing the registration process described above, interested companies may forward a letter of introduction to the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Supplier Advocate. This letter should provide information on the firm's contacts, capabilities, services, equipment, materials, and products available.

Prequalification

It is the policy of PCAPP to prequalify prospective companies for each Request for Proposal (RFP) opportunity. The process for becoming prequalified requires the active participation of interested companies. 

Opportunities will be posted on this website, under "RFP Opportunities", and updated on a routine basis. Prequalification will be required for each scope of work.  Any company interested in a specific scope of work may notify their interest by completing all documents provided at the bottom of each scope of work.  The documents may then be forwarded using the e-mail tool, by clicking the envelope icon.   The e-mail notification will be forwarded to a central mailbox and distributed to the responsible Acquisitions team member for further processing.

Project-specific go/no-go criteria may include requirements supplemental to any of the categories set forth above. If additional information is requested, respondents are encouraged to ensure all prequalification evidence is complete, clear, concise and directly relevant. PCAPP reserves the right to deem a respondent unqualified for a given RFP opportunity on the basis of its initial response. Respondents must satisfy all project specific criteria to be deemed qualified for that particular RFP.

While PCAPP seeks to maximize the use of competition for most opportunities, the completion of the general and project specific prequalification process does not guarantee participation in any RFP.  Because of special project characteristics, additional criteria may be used to evaluate the potential company's ability to perform work.

Safety and Health Program Guidelines and Questionnaire

Bechtel is dedicated to the concept that all accidents are preventable. Accordingly, we are committed to achieving and sustaining "Zero Accident Performance". Review and evaluation of your company's safety and health history is an integral part of our evaluation process. A Safety and Health Questionnaire form will be included in each prequalification package.  This form must be fully completed and submitted as part of the prequalification package.

Quality Assurance and Quality Control Guidelines

It is good business to have an effective quality assurance and quality control program.  Each bid package has a defined and designated quality level assigned to its the scope of work.  As part of our prequalification process, it is a standard practice to review and evaluate each company's quality assurance management system.  Supplier quality assurance program requirements are included in the each prequalification package and companies are responsible to read, understand and confirm they will meet these requirements, as well as complying with their own corporate or industry quality requirements. 

National Construction Agreement, Letters of Intent, and Project Addendum

The National Construction Agreement and Local Addendum are incorporated into applicable construction subcontracts for work performed on the PCAPP project.

North American Contractors Association “National Construction Agreement”

The North American Contractors Association (NACA) is a unique organization of contractors who construct or manage projects for public and private owners throughout the United States.  Formed in January 2000, the 24 members enjoy a strong working relationship with the National Building and Construction Trades Department, AFL-CIO, and the general presidents and their representatives of the 15 affiliated international unions.  NACA interfaces with other industry organizations associated with union construction.

NACA, in cooperation with the Building and Construction Trades Department and its affiliated International Unions, negotiated a streamlined collective bargaining agreement, called "The National Construction Agreement” that was signed August 1, 2002.  This national project labor agreement is available to its members and is designed for the industries in which NACA members work.

The National Construction Agreement, to which the construction unions affiliated with the Colorado Building and Construction Trades Council have agreed, is the basis document covering wages, hours and working conditions for construction work to be completed during the PCAPP project.  The purpose of this agreement is to promote efficiency of construction operations on all projects covered by the agreement and provide for safety, standardized working conditions, establish harmonious relations between all parties, and standard processes for settlement of labor disputes without strikes or lockouts, to secure optimum productivity.

Letters of Intent to the NACA National Construction Agreement

These interpretations are to be used in conjunction with the National Construction Agreement as interpretations and clarifications where it has been determined the agreement terms and conditions required a more detailed explanation, due to questions and discussions actually having taken place on projects throughout the United States.

National Construction Agreement Local Addendum for the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Project

This local addendum was negotiated between Bechtel Construction Company and the Colorado Building and Construction Trades Council and its affiliated local construction unions.  It is to be used in conjunction with the above noted NACA National Construction Agreement and its Letters of Intent for the duration of the PCAPP construction project.  This Local Addendum clarifies and includes the following subjects: Davis Bacon Act and an agreement to pay locally negotiated wages and fringe benefits; hours of work including a 4X10’s work week; working conditions; PCAPP specific drug and alcohol policy and screening program covering all project employees; subcontracting provision for local businesses; subcontractor core work force; and the use of the National “Helmets to Hardhats” Program.
